The engine that makes this one tick is the Lobbyist. Only one Lobbyist symbol can land per spin, and when it does it activates every Golden Frame on the grid. Those frames appear on winning positions after a cluster pays, staying lit through the whole cascade, and the Lobbyist cashes them out once the wins finish calculating.
